Hunger Services Program Manager - Pantry Operations

Compensation: $60,000 to $75,000 Annually

The Hunger Services Program Manager - Pantry Operations provides leadership, oversight, and continuous improvement of Catholic Charities Dallas' fixed-site client choice pantry operations, including supervision of pantry staff and case management services, volunteer engagement, community partnerships, data quality, regulatory compliance, and client service delivery.

Working collaboratively with the Mobile Pantry Program Manager and Director of Family Stability Services, this position is responsible for strengthening operational effectiveness, expanding client support services, enhancing volunteer recruitment and training efforts, improving program data and reporting accuracy, and ensuring clients are served with dignity, compassion, and respect. The Program Manager serves as a key representative of the organization with volunteers, donors, partner agencies, community organizations, and other stakeholders throughout the nine-county service region.

Essential Duties & Responsibilities

  • Collaborates with the Director and Mobile Pantry Program Manager to establish policies, procedures, and service delivery standards that support organizational goals and client outcomes.
  • Provides leadership and oversight of Client Choice Pantry operations, ensuring efficient, effective, and client-centered service delivery.
  • Supervises, trains, coaches, and evaluates pantry staff, case manager, volunteers, and interns
  • Oversees pantry-based case management services and identifies opportunities to expand client support services and improve client outcomes.
  • Partners with the Director and Mobile Pantry Program Manager to support strategic planning, program growth initiatives, and continuous improvement efforts across Hunger Services.
  • Collaborates with Director and Mobile Program Manager to ensure the program is prepared for audits and monitoring visits by reviewing client records within Service Insights and CaseWorthy and ensuring volunteers capture client data correctly and accurately.
  • Leads volunteer recruitment, engagement, training, and retention efforts in collaboration with CCD's Volunteer Coordinator and community partners.
  • Develops and implements volunteer and staff training programs to ensure consistent service delivery, safety practices, and data collection procedures.
  • Oversees program data collection and reporting processes and works collaboratively with staff, volunteers, and NTFB to improve data accuracy, completeness, and compliance.
  • Ensures compliance with Catholic Charities Dallas policies and procedures, standards, grant requirements, and applicable federal, state, and local regulations.
  • Responsible for program-specific grant monitoring, reporting, audits, and documentation.
  • Conducts regular reviews of program operations, client records, and performance metrics to identify opportunities for improvement and ensure program effectiveness.
  • Prepares weekly, monthly and annual reports as designated by the Director.
  • Establishes and maintains productive relationships with funders, donors, volunteers, partner agencies, schools, churches, and community organizations.
  • Manages volunteer interactions so that volunteers are wisely, carefully, and responsibly managed, all for the benefit of the clients served, and provides a positive volunteer experience.
  • Represents CCD and the program at community meetings, coalitions, networking opportunities, donor events, and other public engagements.
  • Manages in-kind donations, including tracking pounds and value of items, scheduling pick-ups, and organizing food drives at schools and parishes.
  • Oversees maintenance, safety, and appearance of pantry facilities and equipment in conjunction with Pantry Supervisors.

  • Supports the Mission, Values, and Vision of Catholic Charities Dallas.
  • Adheres to policies related to boundaries with and protection of clients.
  • Completes required abuse prevention training (Safe Environment) and others, as required by CCD and the program.
  • Reports suspicious and inappropriate behaviors.
  • Follows mandated abuse reporting requirements.
  • Adheres to job-specific abuse risk management responsibilities.
  • Ensures required abuse prevention practices are followed and a healthy reporting culture is maintained.
  • Responds quickly and effectively to policy and procedure violations using the organization’s disciplinary procedures.
  • Provides staff with regular feedback regarding abuse risk prevention and a healthy reporting culture.
  • Partners with parishes, schools, businesses, and community groups to support food drives, volunteer recruitment, and other program activities.
  • Performs other duties as assigned by the Director.

Education & Training

  • Bachelor's degree in Social Work, Public Administration, Nonprofit Management, Business Administration, Human Services, Education, or a related field required.
  • Minimum of three to five years of progressively responsible leadership experience in nonprofit, community-based, social service, human services, food assistance, volunteer management, or related programs preferred.
  • Experience supervising staff and volunteers required.

Other Requirements

Background Check: This position requires a criminal background check.

Driving Record: Valid Texas driver's license, current liability insurance, and acceptable driving record required.

Health: Initial TB screening and drug screening required at hire, with random drug testing as required by agency policy.

Language requirements: Bilingual English/Spanish strongly preferred.

Physical Requirements:

  • Ability to travel regularly throughout the nine-county service area.
  • Ability to lift up to 50 pounds.
  • Ability to stand, walk, bend, and move throughout pantry environments as needed.
  • Ability to occasionally work evenings and weekends for community events, volunteer activities, and special projects.
