Background

Founded in 2003, Soaring Eagle Center (SEC) is a mission-driven nonprofit organization dedicated to enhancing the quality of life for adults with intellectual disabilities through comprehensive, community-based services. SEC delivers structured day habilitation programming, athletic and recreational opportunities, and meaningful social engagement designed to promote independence, dignity, and inclusion.

In 2014, SEC expanded its service capacity by incorporating Medicaid Waiver programs — Home and Community-based Services (HCS) and Texas Home Living (TxHmL) — broadening its impact to individuals and families across Dallas and Ellis counties. This expansion positioned SEC as a critical provider of both programmatic and residential support within the region.

Operating Monday through Friday from 8:00 a.m. to 6:00 p.m. in DeSoto, Texas, SEC remains committed to meeting the social, educational, vocational, and residential needs of those it serves. As the organization continues to grow, it seeks leadership that will strengthen operational excellence, ensure regulatory compliance, expand community partnerships, and advance long-term sustainability in service to its mission.

Position Summary

The Program Director provides leadership and oversight of Soaring Eagle Center's Day Habilitation and community-based programs. This position is responsible for ensuring high-quality participant services, staff development, regulatory compliance, program innovation, facility operations, and organizational growth.

Essential Responsibilities

Leadership & Program Management

  • Supervise and empower / support program staff and teachers.
  • Foster a culture of respect, trust, accountability, collaboration, and continuous improvement.
  • Support curriculum development and program enhancement.
  • Ensure participant health, safety, dignity, and well-being remain top priorities.
  • Develop and oversee community engagement and recreational opportunities.

Operations

  • Manage daily program operations.
  • Maintain a valid driver’s license and be insurable in order to drive clients in vans
  • Maintain required documentation and compliance records.
  • Develop and manage activity calendars and community outings.
  • Monitor facility maintenance and improvement projects.
  • Oversee organizational vehicles, maintenance records, registrations, and safety inspections.
  • Ensure adequate supplies, equipment, and resources are available.

Strategic Support

  • Collaborate with the Executive Director on budgets and planning.
  • Support organizational growth initiatives.
  • Monitor compliance and work with our Director of Providers & Vendors, HHSC and other regulatory requirements.
  • Participate in professional development and leadership training.

Qualifications

Required

  • High School Diploma or equivalent.
  • Experience working with adults with IDD.
  • Leadership or supervisory experience.
  • Strong organizational and communication skills.
  • Understanding strong culture, leadership, and positive communications.
  • Understanding of “big picture” program management.

Preferred

  • Experience with educational programming or curriculum development.
  • Budget management experience.
  • Knowledge of HHSC regulations and Medicaid Waiver programs.
  • Experience managing community-based programs.
